This has been identified as a "LOHAR", the traditional pick/ axe / dagger of the Banochie tribe from the Khyber pass area in Afghanistan. Each man in the tribe makes and embellishes his own LOHAR, and each individual has his own patterns which differs from those used by others; they all have basic similar shape: A short and light axe/pick/knife blade mounted on a somewhat short handle, sometimes folding where blade can be closed against the haft.
It is apparently a very effective weapon in an experienced hand.
